In 1990, when he felt better, Dr. Hooker started practicing part time at the Hull Street office and treated anyone who walked into the door. His waiting room became "...a meeting place for Richmonders of different colors, backgrounds and social strata." Dr. Hooker operated a family practice in the house that his grandfather built at 2863 Hull Street from 1955 until at least November of 1991 when he was interviewed for an article published in the Richmond Times-Dispatch covering changes in the Hull street neighboorhood. Dr. Hooker said that even though he had owned a larger office at Westover Hills Boulevard and Forest Hill Avenue where he employed 16 employees and 4 doctors, he had remained in the Hull street area because he "...liked the people over here. A lot of these patients have been coming over here for years. I don't have any reasons to move." Dr. Hooker had a reputation for treating anyone who walked in the door and only expelling troublemakers. His kindness, generosity, and medical skills made him one fo the more popular and well-respected physicians in Richmond. Judith Anne Jordan was Dr. Hooker's office nurse and office manager for many years. He held membership in the Commonwealth Club, the Country Club of Virginia, the willow Oaks Country Club, and was president of the Metropolitan Health Foundation.

He was graduated in 1948 at Duke University and did graduate work at the University of Richmond where he attended the School of Medicine, Medical College of Virginia.
Raymond Cottrell Hooker Jr. was graduated in 1953 at Medical College of Virginia. After receiving his medical degree, Raymond joined his father's practice in Richmond and continued his father's practice after his death until he retired in 1984. In 1968 Dr. Hooker and his son Dr. Hooker, Jr., moved their practices to Westover Hills Boulevard. After his father's death in 1970, Dr. Hooker, Jr., continued to practice there until health problems which included three open-heart operations, two cardiac arrests, and a couple of heart attacks, forced him to retire in 1984.
Dr. Hooker was President and a member of the Board of Directors of the Richmond Metropolitan Hospital on 23 June 1977.
