     Mildred Lee Ragland was born on 12 September 1900 in Richmond, Independent City (Richmond), Virginia, the daughter of William and Mattie Ragland. She married Lucien Lloyd Bass Jr, son of Lucien Loid Bass and Virginia Thomas, after 1930. Mildred Lee (Ragland) Bass and Lucien Lloyd Bass Jr lived in April 1940 at Richmond, Independent City (Richmond), Virginia, at 317 North Harrison Street.

Mildred Lee Ragland died on 15 December 1957 in St. Lukes Hospital, Richmond, Independent City (Richmond), Virginia, at age 57 at 12:15 in the morning. Her cause of death was cancer.
