Jacob Waggoner Partee Fleming was a farmer and "raised cotton, peanuts and beans" at Falcon, Quitman County, Mississippi. According to his obituary, during WWII Jacob Fleming taught at the William R Moore School of Technology in Memphis. He also founded his own school turning it into a plant to manufacture bomber gunner turret rings. After the war he manufactured chrome tubular furniture.

Jacob Fleming taught at several Baptist churches, worked with Memphis Union Mission and ministered to prisoners after receiving a doctor of divinity degree. He was a member and Sunday school teacher at Grace St. Luke's Episcopal Church and active in the Metropolitan Inter-Faith Association East Center. He was widowed with the death of his wife, Frances Camm (Abernethy) Fleming on 1 September 1995.

Jacob Waggoner Partee Fleming died on 13 November 1995 at St John's Hospital, Kalama, Cowlitz County, Washington, at age 87; after a stroke.
